We go for a plan that gives a modest number of anytime-minutes per month, which roll over. This has the advantage for anyone who doesn't use the phone lots (like, pretty much everyone I know) that the anytime-minutes soon accrue to be effectively infinite. The value of this is that you then never have to worry about expensive extra charges for running over, no matter what time of day or week you end up suddenly needing to spend an hour on the phone for an emergency. And you can also use it frivolously from time to time with no concern.
It's probably not the absolute cheapest plan in existence, but the never-worry-about it aspect sure is nice. For the same reasoning we also got the nation-wide no-roaming. (Most common need for cell phones? While traveling. Roaming charges suck a lot.)
OTOH, if you plan to use it *really* infrequently, the pre-pay per-minute plans other people have mentioned might end up being better.
