government and the environment

I have a Chinese friend here in Helsinki from when I last lived here. Upon hearing of the environmental disaster in Harbin I wrote him, because I thought I remembered that that's his hometown. I was right: it is. Disturbingly, he brushed off my concern for his friends and family. "The government is doing everything it needs to do," he said; "you don't need to worry about it."
